There are two options for the health reform in Bulgaria. One involves the full unbundling of the national health assurance fund to create competition between the Fund and insurers. In this way, the consumer will have the right to choose an insurer and a healthcare establishment based on prices and quality. This is what Kiril Boshov, a member of the Management Board of the Association of Bulgarian Insurers and Chairman of the Management Board of Eurohold Bulgaria, presented in the Business Start show with Hristo Nikolov.
"The other proposed model by the Minister of the Health Kiril Ananiev is more smooth and administrative. The goals of the Ministry of Health are praiseworthy - improving the quality of services, reducing additional payments and strengthening the control system. The question is, what is the right way to implement health reform? "I believe that the health reform will be completed successfully. The insurance sector stands constructively behind its implementation, Boshov noted.
"If the insurer has the right to choose a health care centre or hospital to contract for the speed and quality of services, he will have a better opportunity to control costs."He also commented on the changes made by the government in the Insurance Code.
"The changes follow the European directive on the distribution of insurance products. The requirements for insurance intermediaries are being stepped up, new categories are being introduced, and insurers will have to provide more accurate information. "
According to Mr. Boshov, the changes will not have a significant impact, but their proper implementation will lead to better customer service.
